Itchy Red Bumps On Legs Of Toddler Boy

My 1 1/2year old son has itchy red bumps on his legs. A few on his neck,chest, and abdomen area. They appeared a few days ago. He had a fever last weekend, but the rash is not spreading much like chicken pox. I changed our laundry soap, and his body soap but if that was it wouldn't it be all over the body? I am unable to get hold of his doctor. A few more appeared on his legs today. He also goes to daycare.
